Victory for Families: CASA/GAL Federal Funding Terminated
After years of fighting for truth and justice, we finally see the system being held accountable.
On April 22, 2025, the U.S. Department of Justice officially terminated all federal funding for the National CASA/GAL Association, citing that the organization no longer aligns with protecting American children.

Since 2017, I have personally fought against the corruption and injustice that allowed CASA, CPS, and other so-called "child advocates" to tear innocent families apart. CASA was never supposed to be a weapon used against loving parents, but for too many, it became just that.

This decision is a powerful acknowledgment that the system is broken — and that the voices of parents, families, and advocates demanding change are finally being heard.
It proves that when we fight back, we can make a difference.

The fight for justice continues.
We will not stop until every organization that profits off the suffering of families is reformed or dismantled.

Major Update: Los Angeles County Agrees to $4 Billion Settlement Over Child Sexual Abuse Cases in Foster Care
The truth is coming to light. Los Angeles County has tentatively agreed to a $4 billion settlement to resolve thousands of child sexual abuse cases, as revealed in a recent announcement. This historic settlement highlights the systemic failures that have plagued child welfare agencies for decades: the same agencies that wrongfully tear innocent children from loving families while failing to protect the ones truly in danger.

At Stolen Children by CPS, we continue to fight for justice for families who have been torn apart by corruption, negligence, and abuse within the system. This settlement is proof that change is long overdue, and it strengthens our commitment to hold these institutions accountable.

Texas Supreme Court Issues Landmark Ruling: A Victory for Parents Nationwide
STARY v. ETHRIDGE – DUE PROCESS REAFFIRMED
On behalf of Stolen Children by CPS, we are proud to share an important and long-overdue victory in the fight for justice:

In Stary v. Ethridge, the Texas Supreme Court ruled 9-0 that no parent can be separated from their child through a lifetime protective order without clear and convincing evidence. This ruling sets a national precedent — courts must uphold the constitutional right of parents to be present in their children’s lives.

Why This Matters:
Too often, CPS and family courts act without proper evidence, violating due process and tearing families apart. This decision affirms what we’ve always known:
A parent's love, presence, and voice are not a privilege — they are a RIGHT.

From Our Founder, Morris Patrick:
“I have fought since 2017 to expose how Los Angeles and San Bernardino Counties illegally terminated my parental rights without due process. I filed a federal lawsuit in 2022 that is still ongoing. This decision by the Texas Supreme Court is the first of many steps toward the change we’ve been demanding for years.”

What’s Next:
This ruling gives hope to thousands of families nationwide. Stolen Children by CPS will continue to advocate, educate, and push for nationwide CPS and court reform. We stand stronger than ever, and we won’t stop until justice is restored and no child is unjustly stolen again.
Stay informed. Stay involved. Stay loud.

Official Audit Request Sent to California State Auditor
On behalf of Stolen Children by CPS, I have submitted a formal letter to Grant Parks, California State Auditor, requesting an urgent state-level investigation into Los Angeles County’s Board of Supervisors for failing to investigate the Department of Children and Family Services (DCFS) for:
-
Retaliation against legal advocates (including Marissa Hernandez, who was forced to drop out of law school after her children were taken),
-
Hiring unqualified social workers,
-
Widespread civil rights violations,
-
Systemic abuse of families, and
-
The misuse of federal Title IV-E funds.
This request comes as LA County faces a $4 billion settlement involving over 6,800 sexual abuse claims — the largest of its kind in U.S. history — many of which are tied to DCFS negligence.
We cannot stay silent. Innocent parents are losing their children. Whistleblowers and legal supporters are being silenced. Families are being destroyed by incompetence and unchecked power.

CPS News Update – May 2025
Stolen Children by CPS has officially submitted a Letter of Intent to Arnold Ventures for our project titled Justice for Families: Reforming CPS Through Advocacy and Legal Support. This effort reflects our continued mission to support families who have been wrongfully separated by Child Protective Services and to hold public systems accountable through transparency, truth, and reform.

This proposed 12-month initiative will expand our organization’s ability to provide direct services to both Deaf and hearing parents, including report deconstruction, storytelling and illustration services, and legal coordination. It will also support policy advocacy and public engagement to bring national attention to the systemic issues impacting families every day.
Our full proposal outlines how we plan to serve over 500 families, publish more than 50 parent stories, file multiple federal complaints, and build long-term infrastructure for trauma-informed advocacy. We invite you to read the full proposal here:

We are grateful for the opportunity to be considered and for every parent, supporter, and ally who continues to stand beside us in the fight for justice. Together, we will bring our children home.
A Message to the Public: It's Time to Demolish CPS
Each year, billions of taxpayer dollars are allocated to Child Protective Services (CPS) through federal and state budgets. For fiscal year 2025, over $88.2 billion has been proposed for the Administration for Children and Families (ACF). Nearly $5 billion of that is set aside for CPS-related programs such as Title IV-E Foster Care. In California alone, the state is dedicating $10.8 billion to child and family services, with $1 billion directly from the General Fund.
Despite this enormous investment, CPS continues to fail the very children it claims to protect. The agency often targets innocent, loving parents with fabricated allegations, removing children under duress and without just cause. Families are shattered, and trauma is inflicted under the guise of child protection.
At the same time, CPS routinely ignores real cases of abuse. There are countless examples of children who were left in dangerous environments, only for their suffering to end in tragedy. The system lacks transparency, accountability, and compassion. It punishes families instead of protecting them.
The time has come to demolish this broken system. CPS must be dismantled and replaced with a structure that values truth, justice, and the well-being of children and families. We demand legal accountability for social workers who falsify records. We call for the creation of community-based, trauma-informed support services that prioritize healing, not harm.
This is not just a policy issue, it is a human rights issue. Children should not be used as pawns in a system that profits from their suffering. Parents should not be forced to live in fear of government agencies that abuse their power.
Join us in the fight to reform and replace CPS with a system that truly serves the best interests of families. Share your story, explore our legal resources, and become part of the justice movement.

DCFS Accountability Alert – May 16, 2025
Systemic Abuse, Retaliation, and Deaf Discrimination Must End
Posted by: Morris Patrick, CEO/Founder
On May 15, 2025, I confronted the leadership of Los Angeles County DCFS during a public event titled “2nd District Racial Justice Learning Exchange: Advancing Racial Justice & Health Equity Through Community-Centered Violence Prevention.” While the event claimed to promote equity and justice, the reality paints a much darker picture.
During this event, I had the opportunity to meet Supervisor Holly Mitchell and her Chief of Staff, Fredericka McGee. Ms. Mitchell communicated with me in American Sign Language and shared that she had previously worked at the California School for the Deaf in Riverside. She was shocked when I informed her that DCFS has a Deaf Services Unit—something Supervisor Mitchell was also unaware of. They were both deeply disturbed to learn that social workers within that unit had lied under oath and violated the rights of Deaf parents.
I also raised the alarming case of Kirsten Michelle, a mother whose child was taken without a warrant, and whose RV—her only home—was seized by police with DCFS involvement, leaving her homeless. That act of retaliation was cruel, unjustified, and inhumane.
This pattern of misconduct is not isolated. DCFS has unlawfully taken children from:
-
Marissa Hernandez
-
Susan Schofield
-
Raneisha Hubbert
-
Samuel Nicholas
-
Kirsten Michelle
-
Myself, Morris Patrick
These are not just bureaucratic failures. We have clear evidence of:
-
Perjury under California Penal Code §118
-
Kidnapping without warrants
-
Conspiracy and coordinated retaliation
-
Premeditated harm, including an attempted vehicular assault in my case
I am calling on Director Brandon Nichols of Los Angeles County DCFS and Andrea Welsing, Director of the Office of Violence Prevention, to launch immediate investigations into each of these cases. DCFS must be held accountable for the trauma and devastation it has caused to families across Los Angeles County.
You can read the full letter I sent to DCFS and County leadership outlining these concerns and demands:
View the full PDF statement here:
Attach the file titled "Urgent Call for Accountability and Action Regarding DCFS Misconduct_Redacted.pdf"
We are demanding:
-
Full investigations into these families’ cases
-
Criminal charges against any social worker involved in illegal removals or perjury
-
The immediate return of children taken without due process
-
Accountability for unqualified and unethical social workers still employed by DCFS
This is not justice. This is harm. We will not be silent. We will not stop until every child is returned and every guilty party is held responsible.
