Georgia Tann: The Blueprint for America’s Child-Stealing Empire

Most people believe Child Protective Services (CPS) and Departments of Children and Family Services (DCFS) exist to protect children. But the truth is far darker: the very system that claims to protect has been built on a foundation of theft, lies, and profit.
At the center of this history is one name every American should know: Georgia Tann.
From the 1920s to the 1950s, Tann ran the Tennessee Children’s Home Society, a front for legalized child trafficking. She kidnapped children from poor and unwed mothers, told grieving parents their babies had died, and sold those children to wealthy families across the country. Adoption “fees” lined her pockets while she destroyed records, falsified documents, and colluded with judges and politicians. Her reign of terror tore more than 5,000 children from the arms of their parents.
And here is the most chilling part: the system she created never really ended.
How Tann’s Empire Became America’s Child Welfare System
Georgia Tann was not just a criminal—she was the architect of modern adoption policy. She proved that vulnerable families could be exploited for profit, and the government took notes.
Today, CPS and DCFS do the same thing under the cloak of legality. They call it “child welfare,” but families know it as state-sanctioned kidnapping. They target the poor, the disabled, minorities, and anyone who cannot afford a legal fight. Poverty is mistaken for neglect. Love and sacrifice are ignored.
The financial engine driving this? Title IV-E federal funding. States are reimbursed for every child placed in foster care or adoption—but not for helping families stay together. The math is simple: remove more children, collect more money.
It is Georgia Tann’s blueprint all over again, just polished with government paperwork and sold to the public as “protecting kids.”
The Human Cost
Georgia Tann’s victims lived with lifelong trauma, stripped of their names, families, and heritage. Survivors today describe it as having their entire identity stolen.
The same trauma is happening now. CPS/DCFS tears children from loving families, shatters bonds that can never be repaired, and labels it all “in the best interest of the child.” Families are destroyed while agencies grow rich.
This is not protection. This is legalized trafficking.
Breaking the Cycle
Georgia Tann may be dead, but her empire lives on through CPS and DCFS. She showed America how to turn children into a business, and the government has kept the business running.
It’s time to end it.
Expose the corruption.
Defund child trafficking disguised as child welfare.
Rebuild a system that supports families instead of destroying them.
